On The Development of the NAC:

The NCORE National Advisory Committee is now established. The applicants selected for membership have been notified, the structure and function of the Committee has been agreed upon, and a Chair for the year ahead has been appointed.

The idea of the National Advisory Committee has been under consideration off and on for a number of years. But, a specific proposal for establishing such a Committee was not fully developed until after the meeting of NCORE 2003 in San Francisco.

The key figures in the development of the proposal were Drs. Frances Kendall and Sharon Washington, along with Dr. Belinda Biscoe, Assistant Vice President, University Outreach, of the University of Oklahoma.

A notice of the plan to establish such a Committee was placed in the NCORE 2004 Announcement and Call for Presentations that was sent to some 60,000 potential NCORE target groups. It read simply:

NCORE has traditionally focused on the professional interests of its participants. In large part, this is because input from conference participants provides precisely the kind of cutting edge information that is so important to the success of the conference. However, there has never been a formal mechanism for assessing these interests.

The NCORE Committee has decided the time has come to develop such a mechanism. Accordingly, plans are underway to establish an NCORE NATIONAL ADVISORY GROUP. The exact number of members, the representation of the various constituent groups, etc. have yet to be determined.

An organizational meeting has been scheduled for June 1, 2004, the first day of the NCORE 2004 in Miami Beach. Interested participants should plan to attend. The Co-conveners for the meeting are Drs. Sharon J. Washington and Frances Kendall, long-term participants in the conference.

The meeting in Miami Beach was highly productive in that the proposal was well received and a number of attendees proceeded to apply for membership.

Committee Structure:
The structural features of the NAC were agreed upon prior to the meeting in Miami and have not been substantially altered since then.

1. The Committee shall consist a total of 33 members, four of

    whom shall be students.
2. Members shall be selected by the Executive Committee of the

    Southwest Center for Human Relations Studies each year after

    the NCORE annual meeting.
3. Members shall be appointed for a maximum of two years,

    beginning immediately. However, to insure organizational

    continuity, one-half of those selected in 2004 will be

    terminated in June of 2006, rather than 2007.
4. The Committee shall be composed of representatives from all of

    the racial and ethnic groups who regularly participate in the

    NCORE in proportion to their participation. The proportion of

    participants who are males and females shall also be

    considered.
5. Vacancies will be filled each year immediately after the annual

    meeting. Applications for membership will be accepted at any

    time during the year. The form for making application will be

    available at the annual meeting.
6. Applicants who are not selected for membership in any given

    year are encouraged to reapply for membership for the following

    year.
7. A member of the Executive Committee of the Southwest Center

    for Human Relations Studies shall serve each year as Chair of

    the NAC. Dr. Thomas L. Hill, Vice President, Student Affairs,

    Iowa State University; and Member, Executive Committee,

    Southwest Center for Human Relations Studies (NAC Chair,

    January 2005 through June 2006).
8. Informal lines of communication with the NCORE staff shall

    remain open, that is, the establishment of a National Advisory

    Committee shall not preclude informal communication with the

    staff (or members of the Executive Committee) on matters

    relevant to NCORE and its program.
9. Two meetings of the NAC Committee are being planned for the

    remainder of this year:

  • One by Conference Call early in 2005
  • One During the Conference in New York City

The function of the National Advisory Committee (NAC) shall be to assist in setting a vision for the conference or implementing that vision by making recommendations with respect to the conference program, keynote speakers, and special events. As the name suggests, its function shall be advisory.

The members of the NAC should bear in mind that however important a given suggestion may be, its implications for the budget and for the integrity of the program will be a major factor in determining whether or not it is implemented.
